If Annan is interested in the latter question, he would do well to peruse the Ofcom decision bulletins, which indicate a busy schedule, but one which makes them an inappropriate arbitrator of a scientific dispute, no matter how obvious it seems to the proponents - which is doubtless why they chose not to act as arbiters of scientific matters.
